PACT Unit

People Achieving Change Together (PACT), is a first-of-its-kind unit at the Middlesex Jail & House of Correction designed for young adult offenders ages 18 to 24. The program is open to both those serving sentences imposed by the court and those awaiting trial.

Opened in February of 2018, PACT offers special programming designed to reduce recidivism amongst incarcerated young adults. The program was the first in a county jail in the nation.

Those in the PACT program must be enrolled in an educational program and take part in therapeutic groups offered by MSO staff and outside partners.

The unit and its programming were created by Sheriff Peter J. Koutoujian in collaboration with the Vera Institute of Justice.
